In a LARGE pot, add some olive oil and brown the ground beef (turkey, vegetarian substitute)
Add salt and pepper and cook till brown
Add the garlic, onion and carrots and cook another 5 minutes
Now add the tomato sauce, beef broth, brown sugar, cabbage and bay leaves. Stir and turn up the heat
Bring to a low boil, reduce and simmer for about 30 minutes.
At the same time, cook some rice according to package directions, in a separate pot.
When it comes time to eat, place 2 or 3 spoons of cooked rice into the bottom of the bowl and top off with a couple of ladles of soup.
(Why cook the rice separately? There will likely be left-overs, and the rice tends to swell, turning the whole meal into a thick paste. So cook and store the rice separately and combine at dinner time)
